Ask anyone evaluating an industrial location what they check first, and the answer is rarely the brochure. It is access, then approvals, then whether the land can actually be built on. Dholera answers all three before the conversation about incentives even begins.
Spread across roughly 920 sq km on the Gulf of Khambhat in Gujarat, Dholera Smart City is India’s first greenfield smart city and the largest node of the Delhi–Mumbai Industrial Corridor. What makes it unusual is not scale but sequence: the master plan, the utilities and the governance framework were all put in place before the first industry arrived. Here is how that plays out across twelve distinct advantages.
Access Comes First: External and Internal Connectivity

An industrial region is only as good as its links to markets. Externally, Dholera is served by the six-lane Ahmedabad–Dholera Expressway, which brings Ahmedabad within roughly an hour; the under-construction Dholera International Airport near Navagam; a sanctioned semi-high-speed rail corridor; and short-haul access to Gujarat’s western ports for export cargo.
Internally, the city is organised around a central spine road feeding a hierarchical grid of arterial and sub-arterial routes. Freight corridors are separated from residential zones, and right-of-way for metro and BRTS is already reserved. Trucks and school buses never have to share the same street.
The Approval Advantage: Governance, Speed and Ease of Business
Dholera operates under the Gujarat Special Investment Region Act with DSIRDA as a single planning and permitting authority. There is no shuttling between a municipal corporation, a development authority and a district office. A single-window clearance system handles building permissions, and approvals that consume months elsewhere are compressed into weeks.
Ease of business extends past the permit stage: transparent land allotment, clearly defined lease and freehold structures, and a facilitation team that stays engaged after allotment. Gujarat’s semiconductor, data centre and renewable energy policies layer on top. The competitive edge is predictability as much as price.
Land That Is Ready on Day One: Plug & Play

“Plug and play” is used loosely in Indian industrial marketing. In Dholera it means something specific — metered water, recycled water, power, sewerage, gas and ICT connections terminated at the plot boundary, with land use pre-sanctioned. A project that would spend three to four years reaching the ground elsewhere can begin construction almost immediately. It is why capital-intensive investors have moved here, the ₹91,000 crore Tata Electronics–PSMC semiconductor fab being the most visible.
Beneath the Roads: World-Class Infrastructure
Every utility in Dholera runs through a common underground corridor below the road network — water, drainage, recycled water, power, gas and fibre. Nothing overhead, nothing dug up later. Phase 1, covering Town Planning Schemes 1 and 2, already has this backbone live, monitored from the ABCD building that serves as the city’s command centre. For an occupier, the plot boundary is where responsibility begins, not where a two-year wait for a power connection starts.
The Digital Layer: Technology and Security
Running above the physical grid is an ICT spine: smart metering, intelligent traffic management, city-wide surveillance and a central command and control centre tracking utilities in real time. The same digital backbone supports the dedicated security grid being built out for the semiconductor cluster — a requirement when the tenants include high-value, IP-sensitive manufacturing. Cities that retrofit this capability rarely achieve full coverage; here it was cabled in from the start.
Built for People: Social Infrastructure and Live, Work and Play

An industrial region whose workforce commutes 100 km is a half-built project. Dholera’s town planning schemes allocate land for schools, hospitals, retail, sports and mixed-income housing inside the same zones as industry. Knowledge and recreation districts, a riverfront along the Sabarmati channel and planned green belts are part of the layout, not an afterthought. For a company recruiting 20,000 skilled engineers, that is the difference between attracting talent and bussing in labour.
Growth Without the Trade-Off: Sustainability
Because the site was blank, the environmental engineering could be done correctly the first time. A significant share of land is reserved for green cover and water bodies, treated-water reuse is built into the utility design, storm-water systems are engineered for flat coastal terrain, and a 4,400 MW ultra-mega solar park sits nearby. Sustainability here is infrastructure, not certification.
Why These Twelve Compound
The advantages are not independent line items. Fast approvals matter more when utilities are already live. Plug-and-play plots matter more when an expressway and airport connect them to buyers. Social infrastructure matters more when the anchor tenant needs skilled staff who will stay.
Dholera remains a phased project and individual timelines have shifted before. Anyone investing should verify the specific TP zone, its sanction status and its utility rollout schedule against official DSIRDA documentation rather than a brochure. But the core proposition holds: this is what an Indian city looks like when planning comes first.
